This paper considers the evolution of attempts to control and manage air pollution, principally but not exclusively focussing upon the challenge of managing air pollution in urban environments. The development and implementation of a range of air pollution control measures are considered. Initially the measures implemented primarily addressed point sources, a small number of fuel types and a limited number of pollutants. The adequacy of such a source-control approach is assessed within the context of a changing and challenging air pollution climate. An assessment of air quality management in the United Kingdom over a 50-year timeframe exemplifies the range of issues and challenges in contemporary air quality management. The need for new approaches is explored and the development and implementation of an effects-based, risk management system for air quality regulation is evaluated.  相似文献

Attempts were made to study temporal variation in monthly, seasonal and annual rainfall over Kerala, India, during the period from 1871 to 2005. Longterm changes in rainfall determined by Man-Kendall rank statistics and linear trend. The analysis revealed significant decrease in southwest monsoon rainfall while increase in post-monsoon season over the State of Kerala which is popularly known as the “Gateway of summer monsoon”. Rainfall during winter and summer seasons showed insignificant increasing trend. Rainfall during June and July showed significant decreasing trend while increasing trend in January, February and April. Hydel power generation and water availability during summer months are the concern in the State due to rainfall decline in June and July, which are the rainiest months. At the same time, majority of plantation crops are likely to benefit due to increase in rainfall during the post-monsoon season if they are stable and prolonged.  相似文献

In this study, an inexact fuzzy-stochastic constraint-softened programming method is developed for municipal solid waste (MSW) management under uncertainty. The developed method can deal with multiple uncertainties presented in terms of fuzzy sets, interval values and random variables. Moreover, a number of violation levels for the system constraints are allowed. This is realized through introduction of violation variables to soften system constraints, such that the model’s decision space can be expanded under demanding conditions. This can help generate a range of decision alternatives under various conditions, allowing in-depth analyses of tradeoffs among economic objective, satisfaction degree, and constraint-violation risk. The developed method is applied to a case study of planning a MSW management system. The uncertain and dynamic information can be incorporated within a multi-layer scenario tree; revised decisions are permitted in each time period based on the realized values of uncertain events. Solutions associated with different satisfaction degree levels have been generated, corresponding to different constraint-violation risks. They are useful for supporting decisions of waste flow allocation and system-capacity expansion within a multistage context.  相似文献

Diesel engine emissions are composed of a long list of organic compounds, ranging from C2 to C12+, and coming from the hydrocarbons partially oxidized in combustion or produced by pyrolisis. Many of these are considered as ozone precursors in the atmosphere, since they can interact with nitrogen oxides to produce ozone under atmospheric conditions in the presence of sunlight. In addition to problematic ozone production, Brookes, P., and Duncan, M. [1971. Carcinogenic hydrocarbons and human cells in culture. Nature.] and Heywood, J. [1988. Internal Combustion Engine Fundamentals.Mc Graw-Hill, ISBN 0-07-1000499-8.] determined that the polycyclic aromatic hydrocarbons present in exhaust gases are dangerous to human health, being highly carcinogenic.The aim of this study was to identify by means of gas chromatography the amount of each hydrocarbon species present in the exhaust gases of diesel engines operating with different biodiesel blends. The levels of reactive and non-reactive hydrocarbons present in diesel engine exhaust gases powered by different biodiesel fuel blends were also analyzed.Detailed speciation revealed a drastic change in the nature and quantity of semi-volatile compounds when biodiesel fuels are employed, the most affected being the aromatic compounds. Both aromatic and oxygenated aromatic compounds were found in biodiesel exhaust. Finally, the conservation of species for off-side analysis and the possible influence of engine operating conditions on the chemical characterization of the semi-volatile compound phase are discussed.The use of oxygenated fuel blends shows a reduction in the Engine-Out emissions of total hydrocarbons. But the potential of the hydrocarbon emissions is more dependent on the compositions of these hydrocarbons in the Engine-Out, to the quantity; a large percent of hydrocarbons existing in the exhaust, when biodiesel blends are used, are partially burned hydrocarbons, and are interesting as they have the maximum reactivity, but with the use of pure biodiesel and diesel, the most hydrocarbons are from unburned fuel and they have a less reactivity. The best composition in the fuel, for the control of the hydrocarbon emissions reactivity, needs to be a fuel with high-saturated fatty acid content.  相似文献

We determined the nuclear 18S rRNA sequences for 41 species of octocorals and used these to address the validity of the historical ordinal divisions and the current subordinal divisions within the subclass Octocorallia. We also explored the phylogenetic affinities of the species Dendrobrachia paucispina, which was originally classified in the order Antipatharia (subclass Ceriantipatharia) although polyp structure indicates it belongs in the subclass Octocorallia. Trees constructed using maximum likelihood techniques are incongruent with the current and historical taxonomy of the Octocorallia. There appeared to be three major clades of octocorals. The first clade included most, but not all, pennatulaceans as a monophyletic group. The second clade contained 21 species, representing all major octocoral groups other than pennatulaceans. The third clade contained members from three suborders of the Alcyonacea and one member of the Pennatulacea. These data could not be used to distinguish the branching order of the three major clades. The species D. paucispina had a close affinity with the genera Corallium and Paragorgia (Alcyonacea: Scleraxonia), although its morphology suggests it is more similar to the genus Chrysogorgia (Alcyonacea: Calcaxonia). The morphological character of dimorphism (the presence of both autozooids and siphonozooids within a single colony) corresponded loosely with the topology of the most likely trees, and a single origin of dimorphism could not be rejected. The United States is finding it difficult to develop a coherent policy on acid rain. Despite more than a decade of scientific research and policy initiatives, no clear course of action has been identified. This article argues that what is missing is an integrated assessment of the scientific knowledge that will guide the political process. The role of the integrated assessment is described, and a conceptual framework presented that would accomplish the desired goal. Currently available acid rain assessment models are compared against this framework and found to be less than satisfactory. The article concludes by stressing the opportunity now available to the National Acid Precipitation Assessment Program to perform such an assessment and break the logjam.  相似文献

Summary This paper contrasts the traditional engineering approach to eutrophication management with a proposed systems approach. Legislative, social, economic and technical aspects of eutrophication are identified. Through the use of some recent case studies, the importance of the socioeconomic factors relative to the legal-technical aspects of eutrophication management is highlighted. Whilst the latter retain their vital role in eutrophication control programmes, this paper suggests that the former cannot be ignored, and recommends adoption of a systems approach to the management of eutrophication.Dr Jeffrey A.
